Our system of government is a bicameral system or one which has two legislative bodies. It is modeled after the British parlimentary system which had two bodies as well. The two
legislative bodies in England are the House of Lords and the House of Commons. The House of lords is known as the "upper" house and the House of Commons is the "lower" house. This is ironic because the lower house typically wields more power. I believe the terminology comes from the physical positioning of the two "Houses" in Britain.

Because there are fewer senators, the Senate is the upper house, and an individual Senator will generally represent far more people than an individual Representative.
