Shishio is an ex-government assassin with strength, speed, and stamina that are immeasurable. He's taken blows from Kenshin and Sanosuke and shrugged them off as if they were nothing. Not even Kenshin's final technique would do him in completely since he just got back up with enough bloodlust to continue fighting. Shishio is a mad-man out to conquer the nation of Japan to create a country where the weak die and the strong live. His Kazuguchi technique involves annihilating his opponent completely in a cyclone of flames.
Azula is the princess of the Fire Nation. She is an expert in martial arts with fire bending skills considerably more powerful than any other fire bender. She can even channel lightning, an ability that most of her people don't have. Her aggression and sadism are also factors that play into her formidable fighing abilities. Both Aang and Zuko have not been able to defeat her.
Who will win? Shishio's strength, speed, and sheer will or Azula's power and aggression?

This one is a tough. Azula can bend the elements so the Kaguzuchi won't be of much use, will it? Shishio's stamina will probably win and he is much faster than Azula. Remember how he dodged Saito's Zeroshiki? He can dodge lightning easy. He even prevented release of Aoshi's Kaiten Kenbu Rokoren. Shishio will have a sword in Azula's heart before she even knows what hit her.
