Both are terrible, but I think worse is the one who really takes time to pretend instead of using that time to actually wash away germs & bacteria.
Lord knows that this is a hot topic for me after ten years in a hospital setting.

Good question. Isn't it just plain laziness to 'pretend' to wash, I mean... If you take the effort to pretend, why not just do it? Unless the person gets some sick thrill off of spreading diseases all over the place. So yes, definitely the pretender (both bad, this is the worse of the 2.)

Pretending to wash. The person is taking the time and energy to turn the water on, get their hands wet, and get a towel, but for some sick reason, they refuse to use soap.

Urk. Either. Used to work with a very friendly, very nice person, who always had food on her desk, and would always offer it to anyone who came around. Never could figure out why no one would take any...she NEVER washed her hands, no matter what. Yuk. Cat washes all the time!

Both are awful but...
I never understood why one would pretend to wash. If your going to do that, why not just pick up the soap and wash for real. Pretty stupid if you ask me...
