If you mean America as in the USA, then no, both being in the Northern Hemisphere, if it is summer in the US it will be summer in Germany too (the whole of Europe as well).
Countries south of the Equator such as South Africa, Australia, Brazil etc... will have opposite seasons though, so when it is summer in the USA it will be winter in Australia.

North America and Germany are i the same hemisphere so they experience summer at the same time. Though Germany may have cooler summers especially in the mountains since the altitude is high but it would be the same in the mountains of North America. South America is in the southern hemisphere so when it is summer in the northern hemisphere it will be winter there.

It is cooler in Germany normally than the average temp in the US because it is farther north. Even though the high for the day is 78 it is still summer there. Doesn't compare to Phoenix with a high of 108.

most of america it gets hot between april - october.
most likely the same as germany.. though some positioning differences i'm unsure how hot it can get in germany during those months.
in america (Fahrenheit) it can range from 70f to 120f average.
