If you have a UK licence you must be 18 to drive in France and Germany.
I have added a link below which gives all the information for driving in Europe, for each country.
We drove through France and Spain last year and found the website really usefull. For example, in Spain it is necessary to have a warning triangle and a high-visibility waistcoat in the car, which we didn't know.

If you live there than you can go through your drivers license examination on the day you are 18.
If you are thinking of renting a car then things are different. No company will accept to rent you a car if you are below 21. Other companies will need you to be 26 and over (this has happened to me in Ireland for example).
It is a good idea to check before you do the booking because most companies are not clear about this rule.

at least 18. if you have an american license that would work fine.
but usually its 18. and if you drive like evryone else does- not necessarily by the rules- you'll be fine. hahaha
also i would suggest you get a car with a license plate of the country you're going to br driving in, since the police usually picks people that are not local. just so you know

You have to have the right licence. Don't attempt to drive there with an Irish or British provisional licence, it just won't cut the mustard ... over there you're either a qualified driver or you aren't. You have to be 18, as far as I know.

You need to have a valid driving licence for your own country. Most companies wont rent out cars to under 25s though.

if you are hiring a car thru avis etc then it's 21 with min 1 yrs experience. if it's your own car and you get a green card i think it's the same, although some may go with 18 but unlikely.
