Are you American? This seems a vague question by someone who has not been taught much genuine Chinese history, simply enough to re-inforce anti-Communist propaganda.
When judging Chinese Government, try to remember that at one stage 1/2 the worlds population was Chinese, and its country massive. Compare the number killed by the state against the number dying in the whole other 1/2 of the planet.

The Republic of China is also known as Taiwan. The state was supposively created after the defeat of Imperial Japan. I say supposively because it is not certain what Taiwan's indepedence status is right. Technically it should be a part of the United States, which would grant her indepedence. But the PRC claims Taiwan to be it's own. I'm not aware of genocide occuring in Taiwan, but I could be mistaken.

Taiwan is a democracy BTW.
If you are talking about the People's Republic of China, there has been genocide occuring in the Tibetan region I believe. The Chinese also do not like people affiliated with religion, such as Christians and Muslims, so those groups will likely be persecuted. Hope that answers your question.

With China's thousands of years of history
one should be somewhat more specific in a question of this nature as to the exacts of what you are needing to know-----
There have been several major cultural upheavals within this ancient country and a number of horrible genocide related times within thier past-- to hoan in on a particular time frame or period would be the only way someone could even hope to give you some knowledgeable input here !!!
