Depends what the limiting thing is - do you end up revving hard and would ideal like a "higher gear" - or is the engine struggling with the gearing you have?

What is drive? chain? Belt?

As for removing exhaust, it probably will make little difference and other than turbos, most engine work better with a little back-pressure

The intake should be well designed - and if you are prepared to do the work, then making a "scoop" type inlet may make a MODEST increase as the air will be slightly pressured by the forward movement thus giving a little higher air density. Alas as you cannot alter fuelling to take this into account it will run leaner at speed - not really ideal for the health of your engine.

Check you Power settings, even if you running on a desktop. I have been suprised to find power settings set at balance on desktop PC. If it is set to anything except high performance change it. Go to system properties -> advanced settings. Click the settings button and select the performance option. Reboot you computer and check you bios. If you have an onboard video card you may be able to increaset the abount of shared memory used by the video card. Increase it some, but keep in mind it will reduce how much memory is available in windows. Clean up you hard disk. Make sure there is at least 10% free space. Thats about all I can think of doing for free. Other options oare more memory, faster processore, new video card, but you said free, and no hardware is free (Unless a friend gives you some hand me downs.) Hope this helps.

Most go carts out on the market have govenors on the carburetor. This can be diabled and get a few more rpm's out of the motor - you will need to use caution about over-reving. The govenor is there to help add years to the engine life and prevent someone who is not used to listening to an engine from damaging th engine. Also, look into the sprocket ratio. You may be able to put a sprocket on the drive axle (fewer teeth) to lower the ratio making the drive axle turn at a higher speed as compared to a sprocket with more teeth. Also, make sure that you tires have plenty of air pressure in them

Remove the governor, take out the resonator in the muffler, and bore the cylinder out to .30 over what it is now. It should give you another 10 to 15 hp.
