i have a old computer and a newer one that the cd-rom stoped working will the old one work in the newer one.

Yep sure can. If you are confused on the jumper settings just make sure that to remove the jumper and make sure the cd rom device is on the channel by itself (its the only thing plugged in on the strap). It will default it to master.
Or plug it up as is and see if it works. If it does great if it doesnt then play with the jumpers until you get it to work. Make sure you turn off the computer when adjusting the jumpers each time.

Yes, you can. You will probably need to install it, though, so that the operating system will recognize the new drive. Just plug in the new one and your operating system should automatically recognize the new device and install it automatically.

The old one will work in the new computer as long as it is not too old. If it is, it won't be compatible and the BIOS won't find it.

Yes you'll just have to have its corresponding driver so that it can function properly.
