Some schools are underfunded and overwhelmed. The teacher may not be very qualified and has too many kids in one class to be able to handle all of them. If the kid in this class has parents who work three jobs and don't have time to help them learn to read, they can end up not learning. The teacher may be so busy and frazzled that they don't notice the one kid that is faking it. Also, if the child lives under the conditions outlined above and has a learning disability, it is going to be ten times more difficult because no one is paying enough attention to spot the problem. They may just label the child "stupid" or "disruptive."

Yes, all of those factors affect a childs ability to pick up on english reading techniques. Its the school ability combined with the child's desire and willpower, along with the parents motivation. Its like a math equation.

some highschool students just dont want to learn how.... i had a friend in h.s. that didnt know how so he would just watch the movies.... but that is also called being lazy.... so its mainly themselves.... the schools can only do so much.... and the parents can also be to blame cuz they need to get thier children in to reading or the child wont be interested enough to learn how to anyway....
