this is a very simple question. first, those "stones" (leaf, thunder, fire, etc...) are used either to force-evolve a pokemon (a bulbasaur evolving into a venosaur before level 16) or to coax a pokemon to evolve who would naturally won't (pikachu won't naturally evolve into a raichu... mine reached 100 and is still a pikachu). the stones are used to evolve the kind they are imprinted with: leaf stones on leaf type pokemon (bulbasaur, oddish, bellsprout, etc); same goes for thunder stone (thunder pokemon), fire stone, etc.
