on supporting existing programs like free spay, Trap neuter release? on lobbying elected officials to pass laws to stop or regulate breeding or require govts to offer free spay to all? on a marketing campaign to educate public re pet sterilization and to make owning a rescued animal the popular thing to do? or something else?

re people overpop answer. If you are implying that we should care about people before animals. There doesn't have to be a choice. Billions are going to shelter, kill or otherwise deal with animal overpopulation via govt agencies or non profit groups. If we solved this solveable pet problem, that money could go to solving people problems, which are a little harder to solve.

Do like most big business and people with lots of money do. Pay off the Politicians to Dictate new legislation and laws to oppress people doing this atrocity.

It has to be spent at both ends of the equation:

Low-cost spay/neuter and owner education

And caring for the existing pet overpopulation. Some people are in denial that there is a problem, and without seeing the shelters overflowing with kittens and puppies they don't understand.

If I had a million dollars to help the pet race, I would put the money into a long term, high interest savings account and use the interest to help fund free spay/neuter clinics.

People should have a choice on spaying or neutering their pets and money should not be the decision maker.

Set up and staff a spay/neuter clinic. Additionally set up a "feral" spay/neuter and release program

The only way to stop overpopulation is to limit the number of offspring.

I think that it should be illegal to sell, give or receive cats, dogs, and other problem pets, unless they are spayed or neutered (like ferrets ?).
The exception being attainment of specific documentation for breeding. Our problems could eventually be eradicated (I know in a very long time).
The harsh fines could go to feral catch and release, prosecution etc. ) eventually pets should become appreciated and cared for rather then then abundant and disregarded .
