Disaster management is needed so that there's a set policy and procedures to follow after a disaster (natural or man made) Disasters often create chaotic situations. If experienced individuals are trained in these policies and procedures they will all be on the same page if such likely event should occur. They will know who they need to report to and what they need to do. And it will decrease communication breakdown. This country is in desperate need for improvements in disaster management, if we don't procede soon we are going to repeat the same mistakes that were made at 9/11 and Katrina.
