Something should be said... maybe not by the teacher. (Otherwise if the teacher is female then the student may say "I can't believe that old cow would say that to me... she's just jealous"
The issue could be deferred to guidance counsellor, vice principal or the principal.
Knowing the parents would also help... maybe the girl changes her clothes at school and her folks don't know she's trampy looking. Or the mother is the same way... who knows.
She should be made aware simply because she is young and maybe headed for the strip club life after she graduates if she gets that far. She's obviously looking for attention and I'm afraid it's the wrong kind... although guys may disagree.
My more than 2 cents...

Most schools have a dress code, but even if they didn't I think I would feel obligated to say something. She might not be getting the guidance that she needs at home and although what a student wears is none of your business, you noticed it (and it obviously bothers you), so THAT makes it your business. As an adult, if you are given the opportunity to instill values and morals that are positive into a younger person then you should go for it.

Most schools have a dress code and strictly enforce it, others don't. The Prime Rule in this, does it interfere with the education of the class by causing an uproar ? If not , like The Beatles said, Let It Be. Saves a lot of wear and tear on you(Teacher) that way. If anyone truly objects, pass it on to the Admin. Department(in writing) and let them handle it. Teachers are paid to educate !

I think if someone told her, it should be students themselves... If a teacher tells her, she might get upset because it is like you said none of the teacher's business... she will probably end up doing it more! A student will tell her one day... when this will happen, she will get offended and embarrassed and then stop...
however, if after a while, nothing changed, then the teacher should say something...

I would absolutely not tell her she 'dressed like a tramp.' I would talk to her about self-respect, the reasons we cover our bodies, and teach her how to respect herself. Unfortunately, we have gone overboard on the 'none of your business' PC mode. It is everyone's business to raise our children. They are, after all, the next generation to take over and make decisions, aren't they? Therefore they need the best advice and guidance from the leaders of today, teachers, friends, parents and other adults.

As long as she isn't breaking the dress code and you are not her mom, then it really is none of your business as the teacher to decide what is right and wrong for her to wear.

If it were me I would classify it as the parent's responsibility and discuss it with them.
