Mix pearlite into the cement to make the cement go farther.You can dig a hole then smear the inside with a few inches of cement not fill it up.Find real rocks you like and spray them with cooking spray then spray on foam insulation in a can,pry it off and you have a mold.You can stack the fresh stones on the used foam molds for verticality.Chink the gaps with bromeliads which do not need soil,they grow on trees and hold water in their center so this area is ideal.

Without knowing where you are, or your access to material like Lime rocks, I do have a suggestion, but you might still compare price versus what my suggestion yields,,,per "Rock" A decent VENDOR of rock will likely charge bythe pound,,,and/or the size, and uniqueness, or availability, as well as what might have to be a delivery fee.

Also without knowing any particular "style" you want,,,here goes.

Concrete is cheap, even in premix 65 pound bags.

If you have the area, dig some holes, craft them in fact, to form MOLDS, then mix, pour, allow setting, remove, and have a FLAT surface on every Bottom. Hose them off, even paint/stain them if you wish, and have a ROCK that may last longer than any desire for a pond.

It sounds crude and with experimentation, you can create the style you desire.

I have seen some very realistic rocks made of fibre glass and chicken wire, also from using chicken wire again and a cement type substance with colourant mixed in.
But as far as pond areas go, nothing can replace the look of real ones

Cement...dig a hole in the dirt or sand the size and shape that you want your "rock" mix the cement and after it hardens you can brush most of the dirt and sand off and have your custom rock.

Cement in preform sand or earth holes, brush off the sand or earth and coat in live yoghurt to attract algie and make it look real.

use large chunks of styrofoam, cover with colored plaster(use waterproof mortar) and place them where you like.I have done this and it works great

i think real rocks are cheaper and pre-made.
