Generally no, but there are some exceptions to this rule.

A doctor can treat a child who is severely hurt and needs emergent treatment such as surgery without a parent being present - this is an implied consent because it's an emergency so it's implied that the parent would in fact give consent.

If a minor is pregnant they in turn can be treated without the consent of a parent because they are deemed emancipated and are therefore given the right to make choices about their own medical care - same goes for a minor who is married

If you're old enough to go to the doctor without holding mum's hand, you can ask the doctor not to tell your parent's about your embarrassing illness. The onus is then on the doctor only to breach confidentiality if it's clearly in the patient's interests.

They can give them contraception pills and give abortion advice without parental consent. This is part of the governments left wing agenda to take control away from parents for the upbringing of their own children.

Depends on the case. Typically no but there are exceptions. Also, if it is believed that the parents refusal is to the detriment of the child, the hospital can go to a judge and argue for power of attorney to make health decisions for that child & even have child services evaluate the household.
