Yes it can! I have an old phone that the battery is dead in and I have taken the SIM card out and I can still call 911. I found this out after my 20 month old called 911 with it after I gave it to him to play with! Oops!

You can if the cell phone is 911 capable. To find this out u would have to call a provider. You might also be able to go to ask.com and ask. You will need the make and model of the phone.

At least where I am in the US...they have a program where people can get cell phones for just that purpose. It has no ability to call out to other places or anything, just 911.

All cell phones whether they are active or inactive, and regardless of the company which produced it, can call 911 as long as they have sufficient charge and can obtain a cellular signal.
