I have a good friend from the states. and I am from Japan. Sometimes I find it difficult to understand him in terms of an expression, what exactly does this mean ' I hope to see you soon' he always says on the text message, but he never invites me for a drink. Japanese way to invite is alwasy ' shall we go for a drink' like that, and we don't usually say ' I hope to see you soon'. what does this imply? Does he want me to invite him? or He is trying to find some time to hang out? Hope you understand what I mean.

He probably does want to get together with you. It's just something nice to say to somebody. I've said that to people, and actually never really bothered to get meet up with them later.

It's just a nice gesture letting you know that he would like to hang out with you soon. He's not implying necessarily for you to invite him, but when the time comes, he would like to see you someday.

He probably is being sincere, and either he is just very busy or he is waiting for you to invite him out. "Hope to see you soon," generally means just that.

"I hope to see you soon" means exactly what it says. He's hoping to see you soon. And yes, maybe he wants you to ask him. So go for it! Maybe he is scared of rejection if he asks you!

this implies that he'd like to get togther with you whenever you both have free time. It's also is a friendly goodbye.

He means "I hope to see you soon" but what he is really saying is "I hope I don't run into you anytime soon".
