Jagex has a formula that calculates your combat level. It comes in three parts:
1. A combination of attack, strength, defence, hit points, and prayer.
2. A combination of range, defence, hit points, and prayer.
3. A combination of magic, defence, hit points, and prayer.

The highest combination of the three becomes your combat level. If your attack and strength (or magic) are much higher than your range, then you can train range without increasing your combat level.

You can see what effect training your range has on your combat level here: http://rsdo.net/RSDOnline/Calc/CombatCalc.aspx
