Technically, "fiscally conservative" means that he believes in the original designs of our founding fathers in terms of how much control of our money the government is allowed. Our federal government should be primarily set up for protection and infrastructure. It should leave the other stuff to the states.
To be socially liberal, you would have to believe that the constitution does not specifically give enough rights to certain peoples and must be amended to include such rights. Historically, these rights are things like abortion, gay marriage, women's rights, and perhaps even such things as the separation of church and state (which is not stated in the constitution -- it merely says that "Congress shall make no law" governing religion).

I would not go so far as to say Jay is a Libertarian as suggested by the first person to answer this question. It would be nice if the Libertarian Party had a person with the large degree of popularity like Jay Leno but I digress. I would venture to guess that Jay's socially liberal politics relate to acceptance of different people, cultures, and lifestyles but he favors low taxes and a government that does not run deficits.

Socially Liberal means just that. His policies and paradigms tend toward the liberal side of the spectrum, but not too far, because he is a fiscal conservative (conservative with money and monatary policy) so his liberal ideals are held in check by a monatary conservatism.
to be a Yankee Republican is very similar to being a Dixie-crat or Bluedog in the South. A Conservative Democrat or a Liberal Republican... To give you an idea of where they are in the political spectrum. But, honestly, it would be defined more how I put it above and is a GENERAL INDICATOR of POLITICAL IDEOLOGY.
HE could be a libertarian, but Yankee Republican's are defined EXACTLY the way he said.

Fiscal conservatives don't care if our jobs are sent overseas (since fiscal conservatives are in favor of corporations not facing restrictions for outsourcing and offshoring labor). They also don't mind if millions of illegals come into this country to take away even more American jobs.
Social liberals are in favor of infanticide, gay marriage and pretty much everything else that is corrupting our country socially.
In other words, people like Leno support the worst from each side. I have known people like that. They're everywhere here in New York State and that is why I can't wait to move out-of-state.

He is a moderate. Just like I am. I'm fiscally conservative and social liberal. I like tax cuts, smaller government, welfare should be abolished, strong defense, pro-business, and detest government handouts. On the social issues I'm pro-choice and pro-gay rights. The moderates of today are like the Barry Goldwater of the 60s.

It means that he's for lower taxes, balanced budgets, and smaller government. He's pro-choice, and in favor of gay rights. He agrees with the Right Wingers on fiscal issues and with the Liberals on social issues. Gerald Ford, Arnold S. and Richard Nixon are examples of politicians who are/were fiscally conservative and socially liberal.
