I have a few theories, but wanted to get some other opinions. I think it has multiple potential interpretations.

It's a comparison between the Muslim and Western cultures with women and the different laws. In the West, indecent exposure would be showing off your "girl parts"....with Islam, you can't show anything but your eyes or you'll be flogged, beaten, or beheaded.
I like the fig leaf "peep hole"!

Apparently the cartoonist thought the only part that needed covered was where the leaf is, the Muslims have gone way overboard with modesty.

I think that the western politics trying to cover there mistakes on the pries of Islam.
