I lived in a wonderful neighborhood in Las Vegas. It was an 1950's era addition. The neighbors were mostly Hispanic. They kept their property very nice and clean. They chose some colors and adornments which wouldn't fly had there been a homeowners association
It was a happy cheerful neighborhood.
The back of our home could be seen from the major freeway through downtown, Every Christmas and Fourth of July we put high on our roof a lighted eight foot peace sign. Try doing that if there is a homeowners association.
Now I live in the country in TX and we can do what we please,.

Not so much what the neighbors will think as how it may affect the overall neighborhood and property values.

Well, in the first place people don't think, and when they, on that
special occasion, actually think its only about themselves.
So why worry.
