The CIA's culture is one of extreme secrecy, since that culture is strongly tied to the Agency's role during the Cold War. They have an institutional aversion to working with other agencies and sharing information because they view the disemination of information as a loss of control. Since they are the largest collector of foreign intelligence in the government, this creates problems when they are called upon to work with other agencies (FBI, Defense Dept., etc.) - they view cross-departmental projects as routes to collecting information, not as a way to share it.
