D is wrong.
B would be better with a comma
Whenever we are driving, we listen to books on tape.
(Since the intro phrase has less than 5 words, you
could get away with no comma depending on your teacher)
C sounds awkward but if your teacher says B is wrong
then C is the only option since D is wrong.
A is also wrong if you mean the very first sentence listed.

You first one does not make sense. Sounds like you are driving to books. B. whenever we are driving, we listen to books, on tape. C is alright. D. is allright.
