check with your local government buildings or american legion.

I don't know about Texas - but in Kentucky - our senators & representatives in DC will supply a flag that has been flown over the Capitol.

I would assume the state reps would do the same thing for state flags. I'd check there too. As well as the VFWs & American Legions etc.

you can't, when they are retired they are burned, just like an american flag
