It is an unelected committee set up by either central government or a local authority in order to address a given issue or problem.

Because of the lack of elected representation and the appointment system used, quangos have often been criticised as "jobs for the boys." The background of the quango's membership can often slant the committee's view before they have even met for the first time. The fact that the job is effectively a gift of council or government is potentially another problem.

It's a "Quasi Non Governmental Organisation", i.e. an ostensibly non-governmental organisation which performs governmental functions, but with government funding or other support. An essential feature of a Quango, in the original definition, was that it should not be formally part of the public sector.

Examples include bodies engaged in self-regulation of various sectors, such as the Press Council and the Law Society.

In truth a 'quango' is a nice little earner for political apparatchiks so that having milked the system whilst in parliament,local authority etc they can carry on lining their pockets doing very little of any constructive use whilst in fact being almost unaccountable for their actions.

It is a company that isn't realy anything at all but its existence qualifies it for various grants and funding bodies basically it is there to fleece and fool the British public by holding down the unemployment figures artificially.

Essentially, a non elected body that performs some governing function- NICE is an example, the NHS organisation which decides which drugs should receive NHS funding.
