Something to pamper her with- new fuzzy slippers, bubble bath, nicely scented lotions, a gift card to the movie theater, a basket of her favorite junk foods, a DVD of her favorite movie, etc. Ask those around her if she's got a favorite scent for perfum or body items. Get her a nice fuzzy soft blanket to wrap up in. A new bathrobe to wear, a book she's been wanting, a gift card to her favorite clothing shop to use after the baby is born (so she can get some new clothes), etc. Anything you'd buy a not-pregnant person is generally fine to buy a pregnant person.
You could also go the route of getting her something for the baby, but some women begin to feel like they are invisible and all people see are the baby, so I'd stick with getting HER something. The baby will get plenty of gifts when there is a baby shower, and after s/he is born.

If you have no budget, get her a prenatal massage at reputable spa.
If you do have a budget i would get her a manicure and a pedicure at a reputable spa also. Most pregnant women cant even reach there feet let alone tie their shoes lol.
If she doesn't have one already buy her a nice body pillow it will make her very happy by the ninth month belive me!!!
Oo0o0o I have the best idea!!! Get her an eye mask to block out the morning sun and earplugs, plus get her a tazer gun so that way when the baby wakes up and she has been up for two weeks straight all she has to do is tazer her husband to get his bum outta bed and tend to the baby... boy do i wish i had that.

A movie or something that she likes all the time, perfume, she is not going to be pregnant forever. lol ask her what she wants.

diapers wipes anything for a baby really you can NEVER have to much! thats what i told my family to get my im 38 weeks 2 days right now lol and the only thing i want is baby stuff

Why don't you get something to spoil her - aromatherapy bath oils to help her relax, some chocolate for her to treat herself to...that kind of thing.
