you only need to be an american citizin by birth, and have reached your 36th birthday. raising the money for a campaign, getting nominated by a party or getting on a ballot as a write in candidate is another matter entirely.

Besides all of the other things mentioned... you need to file papers with the Federal Election Commission. To get on state ballots though, you have to get so many votes in a primary or be nominted by your party.
