Someone has claimed that the game was aired on ABC in Tampa, but I can't imagine that ESPN would allow that. Can someone in Tampa confirm if it did air on ABC?

local game or not espn shows(owns) monday night football they couldn't show the game on any other network . if they did you know we would have heard about the law suite on the news by now

The Monday night game was shown in Tampa on WFTS-Channel 28, which is an ABC affliate. Channel 28 had permission to show the game because of its affiliation with ABC, which is owned by Disney Corp., which owns ESPN.

When Monday Night Football moved to ESPN this year, the contract was designed to allow local ABC affiliates to televise the games in their local market, if the games involve local teams, because not everyone has cable TV.

The Monday Night game between the Buccaneers and Panthers was definitely shown on WFTS, the local ABC affiliate, and ESPN for subscribers of Knology cable service. They even ran the identical national ads on both stations, however, some local ads replaced the national spots on ESPN.
