What kind of papers are you looking for? If by papers you mean "official documents", you should try the Chinese embassy in London.

However, if by papers you mean "essays written in Chinese", you should start at the local universities. A good university library may have some different works written in Chinese, some of which may include essays. Also, there are lots of Chinese students studying in the UK, so if you can find a group of them, they might be able to help you.
If by papers you mean "Chinese newspapers", you might try China town, or where ever the Chinese live in London. (Immigrants usually stick together, so finding a large group shouldn't be a problem.) Or, like I suggested before, try the Chinese embassy. They'll have papers for them to read, maybe they're willing to share. Or, call the Chinese tourist office. (see website below for info.) Or, like I said about Chinese students before, find some and ask them. (Course, not all Chinese read newspapers.)
