Yes if you are talking about the mainland Greeks (since they lost it to Richard the Lionheart in 1191AD). From 1191 to 1960 Cyprus was under occupation from various conquerors. In 1960, Cyprus became an independent nation with an 80% Greek population. So you could say that from 1960 to 1974 Greeks (as in Greek-Cypriots) ruled the island but it wouldn't be entirely true since they ruled alongside the Turkish (Turkish-Cypriot) population.

You would not have to go back there to find whether Greeks occupied Cyprus, because Cypriots were Greeks. What's the point of Greeks ruling Greeks?

The same applies for Greece more or less! But it doesn't mean we ever stopped being Greeks, although we were occupied by practically everyone (Turks, Arabs, Italians, English, Catalans, Germans, Slavs....), at different times. Greece as we know it exists as a state from 1912!
