I don't believe that Norrin Radd has any powers that correspond to magic. The Power Cosmic simply refers to all sorts of scientific energy, and the Surfer has never been shown to be aware/ sensitive to magic, invulnerable to magic or to have any understanding of magic.
So, provided that he had enough time to cast his spells, I think that Dr. Strange would win. Stephen could simply gesture hypnotically and warp the Surfer's senses, then Norrin couldn't find him. As long as the SS didn't attack first at light speed oslt, then Doctor Strange would be able to cast him into another dimension where the Power Cosmic did not work/exist, and that would be the end of THAT.
(But I must admit that if the Surfer were to attack Doctor Strange for any reason, he would probably use his best speed, which means that Stephen would probably not have enough time to defend himself.
Unless he had prognostication spells to forwarn him of such an event.... that's the problem with magic, it's too flexible and undefined. But, that's my opinion on the matter.

Silver surfer has more powerfull, but he isn't too bright compared to dr. strange. If the fight were on Dr. strange's terms he would have mystic traps set up and surfer would go down.
Strange has a wide variety of powers at his disposal as the sorcerer supreme.
It is a close battle but I think strange's intelligence matches up to any advantage the surfer has powerwise.
However that doesn't mean surfer's speed wont win the day. Strange needs time to cast spells and all the surfer has to do is think and act to use his powers, strange would lose because of this.

While I do think Doctor Strange would put up a great effort, Silver Surfer is just two powerful with his "Power of Cosmic." While I do believe Doctor Strange is capable of defeating Silver Surfer, I don't think that he has the mystical resources to stop a threat of that level.
