Wireless routers only accept external Internet connections from a hard LAN. They do not accept the incoming communication wirelessly. A wireless router will work without an Internet connection to create an internal home network, but will not have Internet access. Now you can buy a wireless LAN card for your laptop and if there are unsecured wireless networks within range you can get on the Internet by piggybacking on their signal. However, unless this a publicly open connection it will be considered stealing bandwidth.

Of course a wireless router can work without cable/dsl. This will means that you can setup a wireless local area network for all equipment connected to the router. Without the cable or dsl will means that you will not have any internet connection.

In your laptop, turn on the wifi and perform a search for wireless network, if you can receive any connection (unsecure network) you can connect to the wireless network, if the network is link to the internet access, you will be able to access into internet.

If the detected wireless network is secure, means that you will need a security key set by the router to access. Please take note that if you connect to a private network without owner consent, he can sue and bring you to court. Singapore has recently one case for this week.

If you live near a shopping plaza, and you are hoping to tip into someones (one of the businesses) wireless signal, I would very strongly warn against it. That is called "hacking" and "theif of services". It will get you 20-30 years in prison. It is a very serious crime to pigback off a company's signal like that. You could access credit card information, company records, employee information, etc. for the business. If you did it, they would have the police knocking on your door with a federal arrest warrant.

If you need Internet access, you will have to get your own cable/dsl or a phone line. You can not (legally) hook into someones else's signal.
