George Bush never set foot outside the US until he became President. How could he possibly make a remotely rational decision on foreign policy? Travel as President of the US wouldn't give you any opportunity to assess the situation in any way other than from the view your handlers wanted you to have. Not only is the US foriegn policy isolationist, its the product of an isolated and insular executive.

They are both effective foreign leaders whether they travel or not. Foreign leaders always meet. It is expected.
But it is money well spent.
Now, when Hillary & Chelsea traveled for weeks and weeks all over the world, that was just for fun.
They enjoyed blowing taxpayer money.
It was a game.

Our leaders traveling to other countries, helps start and maintain relationships with those countries. Until President Nixon went to China we had no communications with that country. Best way to try to understand the way a foreign country thinks is to travel there and meet them.
