I started university and stopped signing on, so just didi not go to the job centrebut should have really went to the town hall and told them.I feel stupid for making such a mistake as it appears that they have overpaid me some housing benefit and council tax. I've messed up because of my lack of knowledge of how the world works, what is the best course of action for me to take to sort all this out.

If you cant pay simply tell them in the form of a legal document called a statutory declaration exactly what happened and why you cannot pay using this method causes pause to make sure they are not in the wrong see how you go you should be able to get the form at a newsagent.
