I think he was more a bomber than a terrorist. But he could be considered both.

He was just an unstable bomber who had a beef with the government. I have no sympathy for him as he killed a lot of innocent children with his idiocy. If he had to bomb a government facility he should have picked one without a day care center in it.

Neither, he had nothing to do with it and when people start realizing stuff like this then perhaps we can get on with our lives. See "Arlington Road" movie w/Jeff Bridges & Tim Robbins and you'll get my drift. good luck.
