I think so. If there is a good definition for "normal", then it is an accumulation of everybody's ideas of acceptable behavior.
I think that makeup is a good way to express one's self, even on a 13-year-old boy. The old standards are changing. Where even ten years ago long hair and makeup was just for girls, now it has expanded to the whole "goth" thing and maybe someday to everybody wanting to change their own appearance to others.
Besides, I kinda like boys my age that spend so much time on their appearance. I think it looks cool.

No it is not normal - except on Halloween.
Long hair is OK. but the eye makeup is excessive. It's time for a long talk with your boy.
My folks - if I ever tried to do that s-h-i-t - My parents would disown me & kick my a-s-s- out so fast & tell me don't come back, ever.
Your boy is disturbed & might be trying to look Gothic-freaky. This is not a good sign.

No its abnormal. Why would you want to wear make-up with false eye lashes to school?. This would put you in a very uncomfortable position. Many boys may distanced themselves from you. Do what every boys do, be yourself would be the ideal thing to do. Good luck!

I think in public schools you can especially when they are not in uniform...
Doing such just means you cried for your own individuality and self difference...
People now just keep on following same fads and it sucks so you ned to make your own statement and try not to be just like everyone

yup when i was in high school the kids would call that the gothic look .if it's a lot of black mak up then he's into the gothic look.Hopfully it's only a look.

That is nothing unusual these days, allot of guys wear makeup now,eye liner and eye shadow etc.
look at Goths they wear make up all the time. :-)
