if u need the database for designing any webpage or so
then my advice is to go with mysql n programming part with PHP
and if u need it for software purpose u can go with SQL or MS access n front end can be any programming language

These are the best software for data base except Acces is one of them Visual Basic, Sql or Oracle

I would suggest using Microsoft Access to build a database. It is very user friendly and the help functions will walk you through the entire thing. It will help you make the database and access it afterwards.

I think in MS Excel is easy and u can also make in MS Access
