Why didn't anyone ever "frag" J. Edger Hoover?

That guy was nothing but a dirty blackmailer. I know he had the goods on a lot of people but there is more than one way to skin a cat.

Perhaps it was that they did not recognize him once he was walking about town because he was a cross dresser. Either that, or he was in bed with his lover, his second in command at the FBI
