Here's what I do. Unscrew the shower head. Take out the washer that's designed to conserve water. It's usually white. You'll know it when you see it. There's a tiny hole for the water to go through. Take that out, put some teflon tape around the threads of the pipe cause that washer wont be making a seal anymore. Works every time.
When I stay in hotels. I take tools with me. One to fix the shower. Some to unlock the windows they don't want you to open. =)

You can also turn up the pressure to the building. Just look for where the water enters the house. See if there's a pressure regulator there. Here's how it works. The more you turn the bolt clockwise. The more pressure you'll get. But don't over do it because that regulator's there for a reason. Not all houses have them. Where I live it's a city ordinance that you must have one.

If you are wanting a pounding of water from your shower (like I do) you need to get a new shower head. The water saving designs are the best. Some have a knob on the side that you can use to adjust the pressure.
I replaced my old shower head with one that has the ability to create different sprays of water and even steam! It's the best! Turn it on hot and soak it up!
Even if you don't take my advice...I wish you the best in your search. I've been there and understand your plight. There is nothing like a good shower!

PS - Just read your edit. If you live in a hard water area just make it part of your home maintenance. Once a month, screw off the shower head and soak it in vinegar or your cleaner of choice.
This really should be done no matter where you live! I live in a damp area and clean the shower head to keep mold at bay. I just throw mine into the sink with cleaner to soak while I scrub the rest of the bathroom. Once I'm done, I simply rinse it clean and put it back. Easy!

You can get shower heads that can vary the pressure of the water. But before you buy one I would strip down and fully clean the shower head. You say you live in a hard water area so you will need to soak the bits in Lime scale remover. Rinse them thoroughly, re assemble and try again. If that doesnt work then get a new shower head.

sometimes it can be difficult to do anything with the water pressure - although sometimes a new pump can do the trick - it depends on the pipes in the house (i think)
All i know is that I used to not be able to wash my hair in my old flat and there was little my cheap landlord would do about it.
About the limescale that clogs up in the shower head - take it off and leave it in some vinegar. It cleans it up perfectly! (this also works with kettles)
It might even sort out the pressure!:)

kindof guessing i the anser here, we need more details really.
Is it an electrical shower driven by mains cold water ?
If so, i'd check the valve and shower elements for limescale. You'd have to dismantle it.
While you are there, turn on the cold water and check the presure going into the shower.
The legal minimal ( set by ofwat ) is good enough to drive a couple of showers at once, unless the flow is down due to blocked pipes.
If its a mixer unit powered by header tanks, then i suggest you install a booster pump.
The best solution is a fully presurised one, such as a megafo, we've got one and its fantastic, we can run 2 baths and 4 bodyjet showers from it all at once...mind you , we have got a 50mm pipe coming to the house.

Are you sure head not blocked with limescale? that would make a lot of difference. Unscrew shower head, and soak in Viakal.

if its one of them electric things you cant the faster it goes the colder the water gets if its on a hot water tank fit a pump and mixer taps or get a power shower

You need to install a pump. Go to any plumbing supplier/bathroom merchant and they will advise on the best one for your system.
