First of all £300 + vat is ( in my opinion ) way over the top.
My company charges £180 + vat for an average 3 bed house but it also may depend on the number of circuits you have.
Secondly you do not have to have the electrics tested every year.
A domestic certificate lasts 10 years or less ( on the opinion of the tester this may be less ) maybe 5 years, or there is a change of ownership or change of tenant.
This is to make sure that the new owner or tenant has a safe installation when taking up residence.
I do not know the circumstances of the leasehold or whether the local authority insists on a test every year but it seems a bit extreme.
If you supply Portable Appliances ( fridge, kettle, microwave etc etc) then these must be tested yearly.
I hope this clarifies the issue

I own a 3 bed semi that I rent out and as a landlord have to have an annual electrical inspection carried out. I would imagine this would be the same kind of testing that you would have undertaken as a domestic client and the cost is around £300 + VAT.

As you are posting in the UK I'll make the wild assumption you mean the UK. Obviously a leap into danger that "Idontlike_id" isn't prepared to take.
about £200 or less or you want a written report. If you want sparky to give it the once over, about £50
