In this context gathering intelligence is basically done in one of two ways. High tech intelligence: the use of spy satellites, spy planes, numerous listening devices. The U.S. has always excelled at high tech spying. The second type of intelligence gathering is human. Human Intelligence is the actual human spy in the field. Historically, the U.S. has had wildly varying results with human Intel. In Central America human intel was much easier to come across. The U.S. is very familiar with the region and has many thousands of Spanish interpreters. In addition, there have been many people in that region willing to spy for the United States. The Middle East is a very different case. The U.S. has relatively few Arabic and Farsi interpreters, few people in the region are willing to spy for the United States, and the U.S. does not have a long history of dealing with that region.
