Isn't it just 1 mole of O and 2 moles of H?

Exactly~!

1 mole of H2O has 6 x 10^23 molecules of H2O.
1 mole of H20 has 1 mole of atom of O which is 6 x 10^23 atom of O.
1 mole of H2O has 2 moles of atom of H which is 2 x 6 x 10^23 atom of H.
Therefore, 1 mole of H2O has 3 x 6 x 10^23 atoms~!

2 molecules of H and
1 molecule of O
