Chain letters, if they involve money, are a Federal felony in the United States.

It has to do with the Send-A-Dime scandal of 1935.

In the United Kingdom, they are illegal under a number of laws, the strongest being Gambling Act 2005.

In Canada, the Competition Act sets very high penalties for promoting such scams. The Fair Trading Act in New Zealand and Australia is nearly as harsh.
