Probably because the standard for "high morale" is always changing. Managers are often not skilled and trained by the corporation, thus they don't know how to provide a good working environment.

Setting clearly understood goals, addressing negative issues immediately and recognizing everyone's contributions are 3 easy steps.

If your managers don't get it, neither does the corporation.....

cause it costs money
i know it would save money, but change costs money and they are afraid to spend more. its old school thinking also

try to convince them that people need to feel like they are worth something and help the company explain that higher morale will mean more dollars

that is so true for some ,then they wonder why the staff turn over is so often
