Ok, I used to live there and I am telling yah December is extremely cold! You will definetely need a big coat, with or nice sweater or turtle-neck underneath. The temperature can go as low as 7 degree celsius, not to mention great wind-chill effect. Humidity+wind make 7 degree celsius feel like -20!! If it rains, it feels like you just went down the Atlantic Ocean with the Titanic. Also,Taiwanese people do not use heaters at home, so right after you take a shower it feels so cold like the end of the world.
Regardless, Taiwan is an awesome place so you should check it out. Have fun!

I dont know where Mr. HOlycrap (see previous answer) used to live in Taiwan, but it sounds like it was on top of a mountain somewhere. Taiwanese think the weather in winter is cold, but this is relative. Cold compared to the 40 degree celsius summer heat, but pleasant nonetheless. About an average of 15-20 degrees celsius. Take a jumper, but you probably won't need it. You won't need gloves, a scarf or a hat unless you are going mountaineering, or catching the sunrise at Alishan.

The Average Temp in Dec is between 15C ~ 22C. Lovely weather unless there is a cold spell coming down from the Mainland . Then the temp in Taipei goes down to about 7C. However this does not last for a long time mostly 1 or 2 days before it reverts to the 15C ~ 22C
It becomes warmer as you go further South.
Clothing advise, wear layers, so IF you feel warm, just remove a layer. It is the best way here as Taiwan weather is quite eratic most of the time.
It's true, we dont use heaters at all.

The weather is gonna be chilly and windy.
So be prepared to bring a windbreaker and maybe an umbrella.
Bring along a sweater if it gets too cold for your taste.
It won't snow except for certain mountainous areas.
At most you might get snow hails.
