Personally, I prefer the Palm operating system to the Windows Mobile Operating system. It does everything that Windows Mobile does, and it takes less memory, is more stable (fewer crashes and resets). But I like it because I think it is easier to learn and quicker to operate.
That being said, the one advantage WIN Mobile has is it's tight integration with MS Outlook, and its capability for tight integration with corporate legacy applications. This is why corporate buyers like it so much (Nobody gets fired for buying Microsoft or IBM products regardless of how well they actually work).
So, if you are a typical user, I think Palm is better, it will do all the things you will want quicker, and easier than Win Mobile. but if you have to justify a purchase to a corporate review process, you might find it easier to get approval for a Pocket PC.
I tried to buy a Treo 650 2 weeks ago and couldn't find any in my local community. I had to step up to the Treo 700p. I'm glad I did, it's only about $50 more, but it has twice the memory, and a sharper screen. The screen is so good, I can use it to read ebooks comfortably even with the smallest fonts selected. (and I'm a middle-aged man whose eyes are not as good as they used to be!)

Treo is a better product. But, don't waste your time upon the 650 version since the 700 version is THAT much better.
You can view the 2 Treo devices side by side to see the different between 650 & 700.
