VDB was the initials of Victor D. Brenner, the designer of the Lincoln cent. It is customary for the designer to put his initials or a initial somewhere in the design. In 1909, the first year of the Lincoln cent, Brenner's were at the bottom of the reverse, but people got pretty upset that they were so prominent that they removed them. They stayed off of the penny until 1918 when they finally put them back on, only smaller this time, and on Lincoln's shoulder.
If the penny is a 1909-S with VDB (S mintmark indicating it was minted in San Francisco) and the coin is in really good condition, it could be worth over $1000. Without the S mintmark, you're looking at under $20.
The off center penny's value would depend on a number of things but in general, the further off center the more its worth.
As to FS and FG, I believe you are referring to the initials FG that are just to the bottom right of the Lincoln Memorial on the reverse of the penny. Those initials are for Frank Gasparro who was assigned the task of designing the new reverse to the penny. This reverse replaced the wheat-back reverse in 1959, 50 years after the Lincoln cent was first introduced.

VDB is the initials of the man that designed the Lincoln Penny. They only put it on the first year coin. I think it was about 1909. The off center coin may just be a regular error coin and may not be worth very much. The FS and FG I don't know about. The most important thing is the condition of the coin. An extremely nice coin is worth a whole lot. Major wear degrades the coins value. Don't clean the coin, have it appraised

I am not to sure of FS or FG, it may be I am having a senior moment or do not collect coins that use those letters. As for VDB it has to do with the Lincoln cent, mainly the 1909 one. VDB stands for Victor D, Brenner who designed this cent. It caused a stir when it was found that his initials were on the cent reverse and were not as small as they thought they ought to be. 1909 was a good year for cents here is the list 1909 and 1909-S Indian cent, then the new kid on the block Lincoln. There were the 1909, 1909-S with out the VDB then the 2 with the VDB. They made matte proofs one with the VDB one without and to top things off there is a 1909-S over a horizontal S. As for off center cents they are not really scarce unless way off and even then the price is not to bad. See a dealer for value. There really is no general book on error's that a regular collector would have. Error coins have their own followers.
