If your CD-Drive does not work from the moment you assembled your PC, then it may not have been recognized by your system BIOS. When the computer boots up, a key will be displayed on the screen saying that if you wish to set BIOS you have to press this particular key on your key board. Most of the time it should be "Del" or "F8".
Then you will enter the BIOS pannel and there you can see the relevan instructions to work with it in the bottom of the pannel. Go to the system configurations where you can set your hard ware components and try to set the relevant option to auto detect and then save the configuration before closing by pressing "F10" key. This should work.
If it still does not work, you may have made some sort of a mistake when you assemble the PC. Open the system unit casing and see if there are any loose connections. Then check if you have set "Master", "Slave" configurations correctly. Do not set any thing to a slave unless its master is already set. (i.e The correct order is 1. Primary Master
2. Primary Slave
3. Secondary Master
4. Secondary Slave
If you made any changes, go to the BIOS and redetect the configurations. This should definitely work out. If it still does not, then you have to talk to the guy who sold you that particular device to check if it is physically damaged. I hope this will help you with your matter.

Even then if it is not working, you can follow these steps
Go to Control Panel > Add new hardware > searh for it. > Install
if not, then:
Go to Windows XP CD ROM > i386 > copy cdrom.in_ to your hard disk, such as at c:\.
then open command promt.
write:
copy c:\cdrom.in_ c:\cdrom.exe
then use winrar to extract the cdrom.exe to c:\cdrom.inf
paste this file in
c:\windows\system32\drivers\cd...
then right-click and install.
then restart your system.

when system starts press del key (for non orginal intel boaed) &
f2 (for original intel board) for checking cmos
if u press del ke & go cmos
in cmos check
in 1st option press enter check cd rom detect or not detect
if not detect
check in cmos integrated pheripherals
in this option
primary master & primary slave all are enabled
secondary master & secondary slave enable
if disable change to enable by pressing +/- key
then sys restart
still cd rom not detect then check jumper setting
of cd rom & hdd
cd rom in slave & hdd in master(if both connected on 1 cable)
change cable
change cdrom

Try this, go into Device Manager, right click your Optical Drive and select Uninstall, click OK etc, it will then disappear from Device Manager, now reboot and it will be reinstalled, when Desktop appears, see if that resolves your issue.
If that doesn't work, go back into Device manager, right click the IDE Channel upon which it is installed, ie either Primary or Secondary, select Uninstall, OK etc, and reboot, when Desktop appears, see what the result is

Right click on the "My computer" icon on your desktop. Left click on "Properties". Left click on the "Hardware" tab. Left click on the bar that says "Device Manager". Left click on the + sign next to "DVD/CD-ROM Drives". Right click on the name of your CD-ROM drive and then left click on the menu choice for "Uninstall". Complete that process, exit out of the open windows, and then exit out of Windows and restart the computer. Windows will detect your CD-ROM drive as "new hardware" and will reload the driver for the drive. That should fix the problem. Good luck.
