I agree with your list, but if I had to pick just one I would probably go with Homer. It says something that the writers have kept him funny all through the years, especially since it is an animated series.

If I were to add any I would say:
Jack from Will and Grace
The Cast of Two and a Half Men

and a personal favorite of mine that was actually on a drama is
Spike from Buffy the Vampire Slayer

I think it should be Kramer or Cartman, you missed a lot, it would take hours to list every funny guy on tv, this is a decent list though.

Earl and Randy from My Name Is Earl are really good right now

Just from the ones on your list, I pick Al Bundy followed by Joey.
I was one of the 8 or 9 people who actually watched the Joey spinoff religiously....it was good........no seriously it was.
