Yes. Any position player can win it. Notre Dame winner Leon Hart was an end and Michigan winner Charles Woodson is a DB.

technically anyone can win it, but it's dominated by qbs and rbs. charles woodson played on both sides of the ball and won. wide receivers are the next most likely position to win, but any wr that puts up big numbers usually has to split votes with his qb

Its a offensive Award that obliously is dominated by QBs and RBs
fullbacks are not popular enough(Its also dominated by stats so a FB or an Olineman getting it would be impossible)
